Where in the world should I live?

I really like the city of Montreal. It would be the perfect place to live except for one thing: the winter. It's just too much for me. I want to live somewhere with a better climate.

In this vein of thinking, I was comparing the UN Development Index (i.e. the 'best' countries to live in) with a cost of living chart (organized by city - not complete). The goal being to find a nice place to go and live on the cheap. Here are some possibilities that look intriguing to me. Montreal is included for comparison purposes.

MONTREAL, Canada is 4th in development, with a 70.7 cost of living (COL) index.
SAN JOSE, Costa Rica is 45th in development, with a 58.0 COL index.
CARACAS, Venezuela is 68th in development, with a 54.4 COL index.
MONTEVIDEO, Uruguay is 46th in development, with a 53.5 COL index.
BUENOS AIRES, Argentina is 34th in development, with a 50.3 COL index.

I don't speak Spanish, which is certainly a kink. I've also been thinking about some (English speaking) places in the Caribbean, but they weren't on that cost of living chart.

Umm, maybe you should also check the CHANCE of living index. A lot of those cities are really dangerous.
