small changes

Sillytech will no longer send an email-on-comment when you comment on a thread that you started. Although the emails are still plain text with some uggo HTML thrown in on occasion. I'm planning on making them multipart HTML/text messages, but I haven't gotten around to it yet.

Also I fixed the daylight savings time bug.
